There are 29 counties in Utah and 134 local authorities. Some counties have joined together to provide services for their residents.
By legislative intent, no substance abuse or community mental health center is operated by the state. Some local authorities contract with community substance abuse centers and mental health centers, which provide comprehensive substance abuse and mental health services.
